ORC-JIT transition incomplete

ORC-JIT-transition at 87dbecde allows icgrep to compile on both ARM and X86, but greptest is failing on over 50 cases. Many of the failure cases are unstable.

This branch also needs to be updated for later LLVM versions.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
